That said, Hakoda is pretty clearly targeting ships not ports and in the grand scheme of things it hasn't been that long since we stopped sending privateers after enemy shipping. (And honestly, the whole point of a blockade is to target enemy shipping so what changed is that we've gotten more organized about it.)
