Forgot to mention, the Fire Nation leadership knew this attack was coming. They could do what the other nations do when they know an attack is imminent and evacuate the civilians from their homes to a safe location. If the FN chose not to in order to not tip off the invaders that they were walking into a trap, then the civilians being attacked in their homes is on the Fire Lord.
